NSA to participate in U.S. cybersecurity

The Obama administration has given the National Security Agency powers to screen private Internet traffic going to and from government sites, and will use AT&T telecommunications as a likely test site. The Obama administration remains firm in this decision, which was put forth during the Bush administration.

The agency defends military networks with a classified system named Tutelag, which decides how to handle malware intrusions (for example, whether to block them or to investigate more closely). “We absolutely intend to use the technical resources, the substantial ones, that NSA has,” said Janet Napolitano, Secretary of the United States Department of Homeland Security (DHS). DHS’s intrusion detection program, Einstein version 3, is in development as version 2 is being deployed. The program defends all U.S. government agencies and departments.

DHS spokeswoman Amy Kudwa said, “We are moving forward in a way that protects privacy and civil liberties.”

AT&T, the chosen test site under Bush, sought assurance from the Obama administration to determine what elements of Einstein 3 to preserve. AT&T officials declined to comment.

In 2006 the Electronic Frontier Foundation filed the class action lawsuit Hepting v. AT&T—currently awaiting decision—against AT&T, which under the Bush administration permitted the NSA to look at domestic communications without a warrant. NSA’s intelligence gathering is limited only to foreign communications.

“We came away saying they have a lot of work in front of them to get this done right,” Ari Schwartz of the Center for Democracy and Technology (CDT) said. “We’re looking forward to their next steps.”

Schwartz authored a letter on Einstein to the Office of Management and Budget in December 2008 on behalf of the Information Security and Privacy Advisory Board.

NSA director Keith B. Alexander said in April 2009 that the NSA will help, but does not want to take charge. Several people—including Rod Beckstrom, who resigned over the issue as head of the National Cyber Security Center (NCSC); Bruce Schneier of BT Counterpane; Leslie Harris, president and CEO of CDT—and not Dennis Blair, Director of National Intelligence—have urged the Obama administration to keep the Department of Homeland Security in charge despite its low scores, because, they claim, the NSA is a spy agency.

Clean technology is increasing globally as the demand for green, environmentally conscious technology grows. This clean technology (or cleantech) is centered upon increasing productivity and efficiency while lowering overall costs used in products and services.

Within New Zealand, despite our high use of relatively clean technologies in some areas like the production of electricity using hydro, geo-thermal, and wind technology, R & D into clean technologies in general has been slower to take off. Recently, clean technology has become more high profile with worldwide attention focused on reducing our environmental footprint, and in November of 2010, the country s first purpose-built Clean Technology Centre opened in Otaki. Able to house up to 20 clean technology companies, the Centre also has the research support and input of WelTec Connect.

WelTec Connect s Centre for Smart Product views clean technology as an exciting field to be getting involved in, particularly in relation to creating products and technologies that are more sustainable. As Paul Mather, the Director of Technology Development at the Centre for Smart Products, says, While some of these technologies are still in the concept and early development stage like utilising marine technology to harness undersea and wave energy, other blue technologies which use water in a variety of ways (water jetting and in emulsified fuels) are in development, testing or production phases.

As well as having a hot desk at the Clean Technology Centre in Otaki, WelTec Connect are participating on a number of projects that are within the clean technology development area including:

– Ultra high pressure (UHP) water jetting technology development with AquaMax Devco developing a UHP water jetting system that uses less water, and allows recycling of up to 96% of the water used plus capture the waste created to recycle as well. This technology has a huge range of applications including being used for infrastructure maintenance such as cleaning of roads, bridges and buildings, and removing paint from aircraft.

– Blended fuel development and testing to reduce emissions, plus research into adding waste oil to fuels to reduce waste, and being able to use alternative fuels without having to modify or replace anything on the vehicle. The Centre for Smart Products is also looking at the development of dual fuels and electric car technology.

– Working with Iain Jerrett s electric motorcycle, by developing the casing casing a cell management system for use in other machines. The electrically powered engine can basically be applied to any mechanism requiring power to operate.

Weltec Connect is also working in other areas to help lower environmental impact such as:

– Working with the Hutt City Council on a project called Silver Lining which looks at reducing waste and reusing waste through reprocessing.

– A project called Lean Manufacturing in partnership with the Centre for Smart Business aimed at reducing the internal waste of a company.

In order to encourage R & D of clean technology, a number of schemes have been put into place. For example the TTV (Technology Transfer Voucher) enables companies like Weltec to work with underfunded businesses to develop designs, concepts and projects. US government reopens following bi-partisan debt deal

Both the United States House of Representatives and Senate agreed to a bill yesterday to end the government shutdown and to raise the debt limit of the federal government. President Barack Obama has signed the bill into law.

Workers employed by agencies of the US federal government who had previously been furloughed have returned to work. The law has funded the government until January 15 and has extended the debt ceiling until February 7. The law also establishes a bipartisan committee to look into drafting a long-term budget agreement. This committee is due to report back to Congress in December.

Republicans did not manage to extract any significant changes to Obama’s healthcare law, the Affordable Care Act. They had hoped to get the implementation of the law delayed by a year, but have instead provided that those wishing to sign up for healthcare benefits must provide proof of their income.

In a statement, the House Speaker, John Boehner, said the Republicans would continue to fight Obama’s healthcare law: “Our drive to stop the train wreck that is the president’s health care law will continue. We will rely on aggressive oversight that highlights the law’s massive flaws and smart, targeted strikes that split the legislative coalition the president has relied upon to force his health care law on the American people.”

The Democratic Leader in the House, Nancy Pelosi, said on Twitter: “The unnecessary shutdown America endured for 16 days has come to an end. Speaker finally did the right thing and allowed the House to vote.”

Egyptian archaeologists announce discovery of marble statue and 132 new sites

Zahi Hawass, Egypt’s pre-eminent archaeologist, and Secretary General of the The Supreme Council of Antiquities, has announced that a rare statue constructed of white marble whose features resemble Alexander the Great has been discovered in Egypt. Hawass also stated that there are satellite photographs identifying many archeological sites which may also reveal buried monuments.

Calliope Papacosta was leading the Greek archaeological excavation in Alexandria when the white marble statue was found.

“A ribbon around the head of the statue proves that it belongs to an important person for such ribbon was used only be[sic] rulers,” said Hawass, “The 80 cm long, 23 cm wide statue has been discovered eight meters deep under the earth surface.”

Farouk Hosni, Egypt’s Culture Minister, is supporting archaeological dig sites and has set into place laws restricting illegal digging in confirmed archaeological sites which may contain historical monuments. The monument photography project, National Authority for Remote Sensing, Space Sciences (NARRS) and Mubarak City for Scientific Research (MuCSAT) combined Satellites technology, aerial photography and ground laser to locate 132 sites which have not yet been excavated.

One of these sites is north of Lake Qarun in the Faiyum area, and another at Habu city. Archaeologists are presently being sent out by the Egyptian Ministry of Tourism to areas before construction and building excavations to preserve invaluable archaeological treasures. At the Faiyum site near Cairo artifacts dating to diverse time periods have been found amongst these, an awl for stitching leather, fishing tackle, weapons, jewellery, pottery, coins, sawfish, whale fossils, and a 3150 BC block portraying one of the two leaders named King Scorpion.

Meanwhile, in other archaeological news, Iran’s three salt mummies found in the Chehrabad Salt Mine in 1993 will be moved to a technologically advanced vacuum chamber display case in Zanjan for better preservation. These mummies or Salt Men have been dated as being from the Parthian 237 BCE – 224 CE and Sassanid era, 224 – 651 CE.

Global economy could lose up to 51 million jobs this year, says UN agency

The International Labor Organization (ILO), a branch of the United Nations concerned with labor and workers’ rights issues, issued a report Wednesday explaining how the global economic crisis could create a global employment crisis by the end of the year.

“By the end of 2008 working poverty, vulnerable employment and unemployment were beginning to rise as the effects of the slowdown spread,” the report states. “If the recession deepens in 2009, as many forecasters expect, the global jobs crisis will worsen sharply.” Even for those who keep their jobs, the report predicts that “earnings and other conditions of employment will deteriorate.”

In a worst-case scenario, the ILO says 51 million jobs could be lost in 2009, meaning that 7.1% of the world’s working population would be out of a job. In a more realistic scenario, the report foresees a loss of 30 million jobs, with a global unemployment rate of 6.5%. The unemployment rate has increased in recent years, from 5.7% in 2007 to an estimated 6% in 2008.

Even the report’s most optimistic scenario for this year, a loss of 18 million jobs at an unemployment rate of 6.1%, is not much different than the ILO’s October 2008 prediction of 20 million jobs lost this year due to the financial crisis.

The report warns that developing countries in South Asia and Subsaharan Africa will be harshly affected by the economic crisis. Although working poverty – defined as having daily wages of US$2 or less – is on an overall decline, these regions are still characterized by poor working conditions, low salaries, and an insecure job market. This will only worsen in 2009, according to the ILO.

“Taking into account that a wage and salary job in poor regions may still not ensure all the components of a decent job, it becomes understandable that only a minority of working people have a job that is well paid, respects their fundamental rights and ensures some security in case of job loss, personal or family illnesses, or other difficulties.” The report says that by the end of 2008, nearly 53% of workers around the world could be in “vulnerable employment”.

In terms of actual unemployment, however, developed countries are the ones most likely to be affected by the downturn, as they are more tied to the global financial system. The unemployment rate in the European Union and other developed economies increased by 0.7 percentage points in 2008, the largest increase of all regions. “Globalization combined with rapid technological advances is another challenge for labour markets in the region,” the ILO says. “It is important for workers and employers to be ready and able to adjust quickly to change and to stiffer competition.”

A wage and salary job in poor regions may still not ensure all the components of a decent job…

Still, the unemployment rate of 6.4% in these developed countries is far less than in North Africa and the Middle East, which had unemployment rates of 10.3% and 9.4% respectively. East Asia had the lowest unemployment rate of the regions at 3.8%.

The report urged global economies to take cooperative measures, including working with the United Nations, in order to stem the economic crisis. It also asks governments to address the “negative social consequences of globalization” by placing on emphasis an social justice-based programs targeted toward women, youth, and other “vulnerable groups”.

In particular, the ILO says governments should establish public infrastructure projects such as road construction, expand health insurance and unemployment benefits, and focus on the creation of green jobs when devising their stimulus plans. “When governments design fiscal stimulus packages, it is important that they consider employment-related goals, including explicit employment growth targets,” the report concluded.

“In the world, there remains a huge untapped labour potential, and economic growth and development could be much higher if everyone was given the chance of a decent job.”

Cypriot plane with 121 on board crashes in Greece

A Helios airliner (Boeing 737, flight HCY 522) with 115 passengers and 6 crew onboard has crashed into a mountain at 09:04 UTC (12:04 p.m. EEST) near Grammatiko, 40 kilometres (25 miles) north of Athens, while approaching the capital’s airport. All on board perished. The plane was travelling from Larnaca, in the southeast of Cyprus (Greek:Kypros, ??????) and scheduled to arrive in Prague after a stop in Athens.

Immediately after take-off, the pilots reported a problem with the air conditioning system of the aircraft and requested to stay at a low altitude. A few minutes later, the pilots alerted the station that the problem had been fixed and requested permission to ascend. This information however has been denied by the Director of Helios Airways. As the plane approached Athens, all communication abruptly ceased, and the plane never issued a mayday distress signal. Two Greek F-16 military aircraft were assigned to observe the plane. The pilots of the F-16s noted that one airliner pilot appeared to be unconscious and the other was not in the cockpit.

CBC reported the following:

On Wednesday [August 17, 2005], state-run and private media, quoting anonymous defense ministry officials, said the two fighter pilots saw someone in the cockpit take control of the plane, which was flying in a gradually descending holding pattern apparently on autopilot. That person, probably a man who experts say must have had flight training, then banked the plane away from Athens, lowering it to 2,000 feet and then climbing back up to 7,000 feet before the plane apparently ran out of fuel and crashed.

The F-16s accompanied the airliner until it crashed.

The Greek F-16 pilots saw at least one of the aircraft’s pilots may have become unconscious before the crash, causing control of the plane to be lost. The emergency oxygen masks were also reported to have dropped.

There had been speculation that an electrical fire or some other cause could have flooded the cabin with carbon monoxide or another gas that would render the passengers unconscious. However, the chief coroner of Athens, Greece, said that tests showed none of the passengers or crew had carbon monoxide in their blood. It was also speculated that the air-supply system of the aircraft may have failed, causing a loss of air pressure within the cockpit. This malfunction can cause a steep drop in air temperature. On December 16, 2004 the same aircraft made an emergency landing after failure of the ventilation system at 35,000 feet and 3 passengers were hospitalized. However, an airline spokesman insisted that the plane was airworthy when it took off.

Tests showed that at least 26 people on the flight were still alive when it crashed.

After a cabin decompression occurred onboard a Learjet carrying golf pro Payne Stewart in 1999, all the travelers lost consciousness and the plane eventually crashed with no survivors.

Helios Airlines was unable to supply a complete passenger list, having only first initials and surnames available for investigators.

The official passenger list released by Cyprus Police, as reported by CNA, indicates that there were 22 young persons onboard aged 4-16. Most of the passengers were Cypriot, a small number were Greek and one of the pilots was German. There were 4 Armenian passengers who lived in Cyprus.

After the crash, a fire started around the airliner. It was extinguished by firefighters after 2 hours. The fire burned most of the bodies that are now being collected by special firefighter units and transferred to the city of Shisto, near Athens. Meanwhile, the two F-16 pilots were transferred to Ministry of Defense to give their report.

The flight data recorder has been recovered. The cockpit voice recorder was found the following morning in bad condition. The two devices will be sent to Paris for examination.

Nektarios-Sotirios Voutas [1][2] reported that a passenger (his cousin) sent a text message that read: “The pilot has turned blue [in the face]. [F]arewell we’re freezing”. He was arrested the following day as it appeared to be a hoax [3].

Helios has informed the relatives of the victims; however, the company has been met with criticism for failing to release the passenger list quickly.

Helios Airways released a statement on their website today, stating, “Our thoughts are with the families of those on board at this difficult time.”

The Cypriot government has declared three days of national mourning and ordered flags to be lowered on half-mast.

China to run low-cost maglevs by next year

China has finished production of the first of its Chinese-built magnetically levitated (maglev) trains in Zhuzhou, Hunan. Described as low-cost and eco-friendly, the trains are to begin operating next year on the Daitai line between Haidian District and Beijing. The three-coached trains are able to carry up to 600 passengers and run at a top speed of 100 km/h.

“It’s ideal for mass transportation, as it is quiet and environmentally friendly”, says Xu Zongxiang, general manager of Zhuzhou Electric Locomotive Company. “Its manufacturing cost is about 75 percent of a conventional light-rail train”.

The train claims zero emissions as opposed to conventional trains which run on coal or diesel. It has a minimum turning radius of 50 meters and the production company has stated that it has reduced the risks of derailment and overturning. The company is exploring possible future operations in certain cities. Meanwhile, the Daitai line between Haidian District and Beijing is scheduled to operate by next year.

Liu Youmei, a railway transport specialist, said, “It can be used for public transport in populous areas and at scenic spots with fragile environment.”

China operates the first commercial maglev in the world, in Shanghai between a metro station and Pudong International Airport. The train takes less than 8 minutes to cover the 30 km route with a top speed of 430 km/h. Maglev trains can accelerate to high speeds as they run suspended in the air by magnetism, avoiding friction between the train and the tracks.
