Satire site Uncyclopedia, a parody of online encyclopedia Wikipedia, has been labeled by the Malaysian government as dangerous. The Internal Security Department of Malaysia issued the warning today, saying that the site has “messages and information insulting Malaysia”.

The warning notes the creation date of the website as being 5 January 2005, and hosted by Wikia, Inc., both of which are correct. However, it claims Wikia owns Wikipedia; Wikipedia is a charitable non-profit website owned by the non-profit Wikimedia Foundation, while Wikia is an independent, for-profit company.

The report evidently mentions that Uncyclopedia covers Malaysian “history, culture, the political leaders, the government, the national song and the name / history of the national flag,” none of which is “correct”. They accuse the website of helping to reinforce a bad international image of their country.

There are no reports of the site being blocked from access within the country, only this statement, which urges Malaysians not to circulate the content.

The site has fired back with a parody article posted at the site under their UnNews section, titled Uncyclopedia Internal Security Department warns on Malaysia. The article suggests that the “Internal Security Department of the Uncyclomedia Foundation,” which is a facetious and fictitious parent organization of Uncyclopedia, identifies Malaysia “as a dangerous country… It warned its people not to use the country today.”

There are forty-seven individual language editions of Uncyclopedia, including Tolololpedia, which is written in Bahasa Melayu, the Malay language. This is in addition to fictional “language” editions which include Oscar Wilde, Newspeak, N00b, White Supremacist, and Re: PharmaccgRy.

Stock markets worldwide rise on hopes of US economic recovery

Stock indexes worldwide rose on Friday, after US bank chief Ben Bernanke said that the US economy was starting to recover from the recession.

Addressing a conference in Wyoming, the bank chief said that “the prospects for a return to growth in the near term appear good.”

He added, however, that “the economic recovery is likely to be relatively slow at first, with unemployment declining only gradually from high levels.”

The Dow Jones Industrial Average gained 155.91 points, or 1.67%, to end the day at 9505.96. The Nasdaq reached 2020.90 points after gaining 1.59%. The Standard & Poor’s 500 Index, meanwhile, struck a ten-month high, reaching a level of 1,026.13 at the closing bell, up 1.9%.

The British FTSE index rose about two percent, closing at 4,851. The French Cac index gained 3.1% and the German Dax 2.8%.

“Bernanke was a little bit more bullish than most people were expecting. He’s saying that the global economy is starting to emerge from the recession and that the fears of a financial collapse have receded substantially,” said Jacob Oubina, the currency strategist of Forex.com.

“I think the market is just taking those headlines as extreme positives for the outlook.”

Jean-Claude Trichet, the European Central Bank president, warned that talk of a complete recovery might be premature. “I am a little bit uneasy when I see that, because we have some green shoots here and there, we are already saying, ‘well, after all, we are close to back to normal,’ ” he said.

Romanians to pay power bills via SMS

Romania’s electricity production and distribution company, plans to introduce a new system which will allow its consumers to pay their power bills via the Short Message Service, or SMS. Currently, electricity bills can be paid directly at banks using cash or credit cards, or via automatic teller machines (ATMs). Additionally, since 2004, customers have been able to pay their bills at Agip gas stations.

In Romania, which reached more than 10 million mobile phone subscribers at the end of 2004, SMS remains a very popular and affordable method of quick communication. Recently, there has been a push to launch SMS/mobile telephony as a method of payment or business, hence establishing an m-commerce network. The move by Electrica for bill-payment via SMS is one of the first such initiatives.

U.S. commuter blows up section of Washington D.C. Bridge

Regular commuter Dan Ruefly detonated a half-mile (800 m) section of the old Woodrow Wilson Bridge just after 12:30 a.m. local time (0530 UTC) on Tuesday 29 August 2006. The detonation brought down over 2,600 tons of steel. The bridge, which carried the Capital Beltway across the Potomac River, was scheduled for destruction as part of a $2.4 billion project to replace the span. The bridge has caused traffic delays nearly every day since its opening in 1961.

Mr. Ruefly had won the honour of pushing the plunger in a contest to find the worst commuting experience; after a motoring accident he became stuck in a traffic jam. Mr. Ruefly (who leaves home at 5:00 a.m. every day to beat the traffic) had crashed into a stationary tractor-trailer on the bridge, leaving him with severely crushed hips. The ambulance sent to transport him to hospital was unable to make it through rush hour traffic and, as a result, Mr. Ruefly almost died.

The detonation of the six-lane drawbridge was originally planned to occur at 11:59 p.m. however it was delayed by over half an hour when spectators broke through security fences to get a better view, the bridge was finally brought down at around 12:35 a.m. There was a 20 second delay between the time of initiation and the actual detonation. It was reported that the plunger was not actually wired to the charges, and was only a ceremonial prop to signal the actual detonation by the engineering crews.

The demolition is part of a complete replacement of the former six-lane bridge with a twelve lane version comprised of two side-by-side drawbridges. Work started on the project as early as 1999 and the new north-bound bridge was opened on June 10 2006. This demolition is the first step in the next stage of the project; to replace the existing bridge with the southbound ‘twin’.

Boat traffic on the Potomac River and vehicle traffic on the new Wilson Bridge were halted during the detonation. Airspace was also briefly closed for a short duration.

Manitoba volunteers go to war against Red River flooding

Over 1,600 volunteers registered to help build approximately 65,000 of the 500,000 sandbags to create dikes 20.5 feet (6 metres) high to protect the City of Winnipeg, Manitoba in the war against the Red River of the North flood.

700 volunteers answered at the rural municipality of St. Andrews alone. Once sandbags are filled for West St. Paul, St. Andrews, and Selkirk, then frozen culverts must be cleared.

The height of the river is expected to be Thursday, and predictions are that it will be less than Flood of the Century of 1997. There is no precipitation in the forecast, and snow in the province should be melted by the end of the week.

“The fear right now is we have to get that ice out of the river. The Amphibex [Excavators] are still working and breaking the ice apart, and everyday we buy with the warm weather and the current, it is thinning the ice down a bit, so when it does start to move, the better chance it’ll move right out into the lake,” said Paul Guyder, the emergency coordinator for the RMs of St. Andrews and St. Clements.

“I feel that we’ve done everything humanly possible to get ready,” said Gary Doer, Premier of Manitoba, “But … there are fallibilities with human behaviour. We can take every preventative measure as human beings possible and we can still get Mother Nature proving again she is superior.”

Communities with ring diking will partially or fully close their dikes at the beginning of the week. Provincial officials are considering opening the Red River Floodway gates around mid-week before ice is fully melted.

Ice jams could cause flooding within the city, however opening the gates could spare neighbourhood flooding when the river rises to the estimated 6.3 meters (20.7 feet) height. The province does have back up plans for dealing with ice jams within the city if they do occur. The unpredictability of ice jams and the ensuing water level rise may cause neighbourhood flooding. The city is raising dikes where the river has jammed with ice in the past such as on tight curves and past bridges. Likewise there are excavators and backhoes positioned at these points.

Vulnerable neighbourhoods on the river banks have been reinforced with sandbag dikes at vulnerable areas from the massive volunteer effort over the weekend. Guyader feels no more extra volunteers are needed, however volunteers are still being asked to leave their names and number in case of unpredicted need. Existing personnel will assess roads, and help with clean up.

Approximately 400 of the 800 people who evacuated the Roseau River Anishinabe First Nation have returned to their homes.

Former Premier, Dufferin Roblin, brought forward the floodway as a protection for Winnipeg residents and economy following the 1950 Red River Flood. The Red River floodway, “Duff’s Ditch” was finally finished in 1968, and its floodway gates have been opened 20 times saving Winnipeg from an estimated CA$10 billion in damages. The floodway expansion began in 2005 at a price of $665 million.

Polish and Chinese experts have come to survey the Red River Floodway, and Dennis Walaker, mayor of Fargo, North Dakota recognises the need for Red River flood defences down river. “Every town that you drive by from the Canadian line up to Winnipeg is either elevated or ring-diked,” said Walaker.

Ex-US soldier sentenced to life in prison for Iraqi teen rape, four murders

A former US soldier has been sentenced to life in prison for raping a teen and murdering her and her family while on active duty in Iraq. The jury failed to reach the unanimous verdict required for the death penalty sought by the prosecution.

According to testimony given by two soldiers, Steven Dale Green was part of a group who decided they wanted to rape a girl they had seen walking through her village, 14-year-old Abeer Qassim al-Janabi. They walked to her house while disguised as insurgents and separated her from her parents and younger sister.

Green then shot dead Abeer’s family while two other soldiers raped the girl. He then raped her himself while she wept before covering her face with a pillow and fatally shooting her. The gang then covered her naked body with a blanket soaked in kerosene, using a lighter to start a fire before walking 200 yards to a nearby checkpoint where they cooked a meal.

Green had already been discharged from the army when his crimes were discovered. He had previously spoken of a desire to murder Iraqi civilians and his defence argued he should never have been allowed to return to duty. A nurse had decided he would not carry out his desires. A US civilian court tried him, the first such prosecution of a soldier under a law allowing servicemen to be charged with crimes carried out abroad.

The judge described his actions as “unimaginable, unjustified and inexcusable” and sentenced him to five consecutive life sentences without possibility of parole. Four others had already been sentenced. Three are all serving life with parole after ten years, and a fourth who acted as a lookout is serving a 27-month sentence.

It took months for the offences to be discovered, even though Green had quickly confessed to a sergeant. Soldiers speaking to stress counsellors talked of the crimes after the abduction and murders of two other soldiers. When news of the soldiers’ actions broke, insurgents killed several American servicemen in revenge.

The prosecution described Green as “criminal and perverse” while the defence called him a “broken warrior.” Green said he was acting upon orders from former Specialist Paul Cortez, another of the attackers, and told the court “Y’all can act like I’m a psychopath or a sexual predator or whatever. But if I had never gone to Iraq I would never have got caught up in anything like this.”

News International offers £3 million phone-hacking settlement to family of murder victim

The family of murdered UK thirteen-year-old Milly Dowler, whose phone was hacked by journalists of the News of the World, have been offered £3 million compensation by Rupert Murdoch’s News International, in settlement negotiations currently under way.

UK newspaper The Guardian revealed the phone hacking earlier this year. After Dowler was reported missing in 2002, her voicemail messages were listened to and several deleted, creating the impression she might still be alive.

The £3 million on offer reportedly includes £1 million to charity. The rest would go directly to the family. The Guardian reports the Dowler’s lawyers were believed to be looking for about ?3.5 million.

News International stated they were “in advanced negotiations” and “hope to conclude the discussion as quickly as possible.”

Rupert Murdoch personally met with the Dowler family earlier in the year to offer them his apologies for the actions of his News of the World paper. News of the World ceased publishing after discovery of the Dowler hacking and other similar incidents.
