EPA declares ’emergency’ asbestos cleanup in Montana town

For the past ten years, the United States Environmental Protection Agency (EPA) has been overseeing the asbestos clean-up in the small town of Libby, Montana, which has been on the EPA’s Superfund National Priorities List since 2002.

On Wednesday, the Obama administration declared Libby and the immediate area a “public health emergency”. Under this state of emergency the EPA is increasing clean-up assistance and medical care. According to federal prosecutors, asbestos has taken 200 lives and is the root cause of at least 1,000 illnesses in the surrounding area.

“This is a tragic public health situation that has not received the recognition it deserves by the federal government for far too long,” according to EPA Administrator Lisa P. Jackson.

In the 1920’s The Zonolite Company began producing vermiculite, a mineral that is often used in insulation. Between 1963 and 1990, W.R. Grace & Company took over the mine operations. Tremolite asbestos was discovered in the vermiculite product. A study conducted by the Agency for Toxic Substance and Disease Registry discovered that the incidence of asbestosis in the population of the mine site area is far higher than the national average.

Airborne asbestos exposure can lead to mesothelioma, a cancer which develops in the sac surrounding the lungs and chest cavity, the abdominal cavity, or the sac surrounding the heart. Prolonged exposure can lead to lung scarring, asbestosis, and lung cancer. Patients diagnosed with malignant mesothelioma generally are left with six months to a year before death.

We will continue to push until Libby has a clean bill of health.

The tremolite dust from the mine began leaking into the air from the plant in 1919. This resulted in a hazy asbestos dust cloud covering lawns, cars, clothing, and school athletic fields, creating an issue that citizens of Libby had to deal with on an everyday basis. The large amount of dust gave the impression of the aftereffects of a light sandstorm.

W. R. Grace and Company did not deny that asbestos was found contaminating the vermiculite in the old mine. They said they proceeded in a responsible manner to clean up contamination following the mine closure. Grace will reimburse the EPA for US$250 million of the US$333 million that the EPA and the Department of Health and Human Services has set aside for medical expenses and asbestos clean-up. This money will be invested over the next five years, and does not include the millions in medical costs already footed by the company for residents of Libby and the nearby town of Troy.

“Today is the day that after years of work we were able to succeed in getting this [emergency declaration] done,” Senator from Montana Max Baucus said, speaking at the EPA press conference. “We will continue to push until Libby has a clean bill of health.”

A couple from Vancouver, British Columbia, Canada has been arrested on charges of public mischief after listing their seven day old baby girl on the popular Internet classified ads website Craigslist.

The listing claimed that the baby was unexpected, “healthy and very cute”. It asked CAN 10 000 for the baby. It also listed a phone number belonging to a stolen cellphone, which was used to find the couple.

It was first noticed by a 62-year old grandmother browsing the website for furniture, who said “I was shaking, and I thought, ‘Come on, how did this even get through?'” The couple claimed that the listing, which has since been removed, was a hoax.

The father, Jeremy Pete, had a history of car thefts and evasion of police, while the mother, 23-year-old Bethany Granholm, had convictions of property theft, fraud and impersonation. The parents have now been released, but charges are still being considered. The baby has been placed in provincial care.

A suspected copycat incident occurred just four days later, also offering a seven-day-old baby girl for CAN 10 000 on Craigslist. This incident turned out to be a hoax, and no child was in danger.

Last week saw a similar incident in Germany, where a couple listed a seven month old baby on eBay. In this case the police have launched a child trafficking investigation, despite the parents’ assertion that the listing was a joke.

Freighter hits fishing boat in Gulf of Suez; thirteen dead

A freighter hit a fishing boat around midnight on Sunday morning in the Gulf of Suez in the Red Sea. Of the 40 Egyptian fisherman on board, thirteen are dead and thirteen more missing.

Survivor Al Sayyed Mohamed Arafat told local media he jumped from the fishing boat, named Badr al-Islam, as the container ship approached. He says he hung onto a wooden crate for four hours before rescue. Local authorities have promised compensation to each survivor.

A vessel, flagged in Panama, suspected to be involved in the collision has been detained by the military. The army said yesterday one victim raised the alarm by phone and the military sent four boats and a helicopter to commence search and rescue off the Gabal al-Zayt coastline.

A plane has since joined the search. The military say the fishing boat lacked safety equipment for emergency communications.

The detained ship was found south of the Gulf, near the port of Safaga. It was carrying 220 tonnes of cargo according to the General Authority for the Red Sea Ports.

Chinese chef Peng Chang-kuei’s death announced

Peng Chang-kuei, a Chinese-born chef credited with creating the internationally popular dish General Tso’s chicken, was yesterday announced to have died by his son.

Chuck Peng told The Associated Press his father died of pneumonia in Taipei, Taiwan on Wednesday. The chef fled China to Taiwan in 1949 and invented the dish shortly thereafter. In the 1970s Peng opened a New York restaurant, which he claimed was a regular haunt of Henry Kissinger. Peng credited Kissinger with the dish’s popularity.

Peng conceived the famed dish, which is unknown in China, as unfried. Garlic and soy sauce provided flavour, as did chillies. Today the chicken is served across the US as fried chicken in a sweet, sticky sauce. The chillies remain, with broccoli also appearing. Peng named it after Zuo Zongtang from his native Hunan Province; Zongtang assisted in suppressing the 19th-century Taiping Rebellion.

Peng said the meal was invented for a US admiral visiting Taiwan. Over three days, Peng was contracted to produce several banquets, with not one repeated dish. After exhausting traditional chicken dishes Peng said he created what became General Tso’s chicken as an experiment.

In later years he ran Peng’s, a chain of Taiwanese restaurants. General Tso’s chicken also remained popular across the US. His son claimed he remained working in the kitchen until a few months before his death, at 97. In a documentary two years ago, shown photos of General Tso’s chicken served in the US in modern times, he remarked “This is all crazy nonsense.”

Running away from his farming family in Changsha, Peng trained under Cao Jingchen. He fled communist rule that followed the 1930s Japanese invasion. He fathered seven children, six of whom remain alive, from three marriages. Chuck Peng described his father as “very good to other people, [but] very hard on his family.” Peng Jr. spoke of a “very demanding” man who “thought other people’s cooking was no good.”

Two years ago the Taipei City Government awarded Peng an Outstanding Citizen award. Peng, then 95 and unstable, collected the award in person and delivered a speech in Mandarin Chinese.

As a financial advisor, you will come to find that your clients may be concerned with their retirement investment decisions. As the retirement industry is expected to grow exponentially over the next decade and as baby boomers plan to retire, it is a good idea for you to achieve retirement certification from a retirement institute, in addition to annuity training. Throughout their investing lives, your soon to be retiree clients have probably invested in hedge funds. What will drive hedge fund returns you may ask? The persistence of these funds is directly related to autocorrelated returns. Serial correlation, also known as the first-order autocorrelation, measures the extent to which the return in one period is related to the return in the next period. Unlike correlation coefficients, a serial correlation only has to do with a single asset category. Serial correlations range from a negative number to positive 1.00. Examples of different serial coefficients of asset categories are REITs = real estate (0.1), EAFE = foreign stocks (0.1), LCS = large cap stocks (0.0), SCS = small cap stocks (0.0), LTB = long-term U.S. Government bonds (-0.3), and MTB = med-term U.S. Government bonds (-0.1). There is virtually no relationship between returns of most assets from one year to the next, excluding T-bills with an example serial coefficient of 0.8.

Another common investment for your clients to consider is bonds. The U.S. bond market is valued at roughly $30 trillion (2009); $82 trillion worldwide. The Barclays Aggregate Bond Index is comprised of more than 7,000 different bonds, many of which are so illiquid that fund managers cannot buy, even if they wanted to. In your annuity training, you will learn that R-squared reflects the percentage change of a funds fluctuation that can be explained by the change in its benchmark index. A fund that highly corresponds to its respective index has an R-squared in the high 80s or 90s. Defaults on U.S. junk bonds for the 2006 calendar year were 1.3%, just under 1.0% for 2007, well below the historical average of 4.5%, as computed by S&P. In November 2009, the junk bond default rate peaked at an annualized rate of 14.5%. The actual default rate for all of 2009 was 13.7%; 151 issuers defaulted on a record $119 billion in bonds. Moodys expected the default rate to fall to 3.3% by the end of 2010. Surprisingly, for the first five months of 2010, the annualized rate was just 1%; nine issuer defaults, a cumulative total of $1.7 billion.

London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.

According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms.
