Copiapó, Chile mining accident: in depth

Wednesday, October 13, 2010

The rescue of the Chilean miners trapped in the San José Mine in Copiapó, codenamed Operación San Lorenzo (San Lorenzo Operation), began on Tuesday night, at around 20:00 local time (23:00 UTC).

Florencio Ávalos was the first miner to be rescued, at 00:12 local time (03:12 UTC) on Wednesday. He was wearing a shirt signed by all his fellow miners. “The first miner is already with us. We saw it all, him hugging his wife Monica and his son Byron,” said President Piñera shortly after the first rescue. “We still have a long journey.”

“This will be recorded on every single Chilean heart forever,” Piñera added. “I hope the miners’ hope stay with us, just like the [February] earthquake victims’ [hope] and what the earthquake took off. We know that the disasters unite us all.”

All the 33 miners were rescued. The last miner, Luis Urzúa, was rescued at 21:55 Chile time (00:55 UTC). “It is a pleasure to be Chilean, [I’m] proud,” said Luis Urzúa to President Piñera. “In honour of the miners, their families, the rescuers […] let’s sing our national anthem. Viva Chile Mierda!,” said Piñera. Urzúa thanked Mining Minister Golborne and the First Lady Cecilia Morel for “fighting for their lives.” “I’m proud of my fellow miners,” Urzúa added.

Six rescuers, including a miner and a paramedic, descended to the miners’ shelter using the Fénix 3 capsule which was specially constructed for the rescue. They performed check-ups and talk with the miners before taking them back to the surface. The rescuers still don’t leave the mine.

The Fénix 3 capsules are 3.95 metres in height and weigh about 460 kilograms. They have an armour, an oxygen tube and a microphone. The occupants helmets contain an intercom to keep them in contact with the rescue team on the surface.

President of Chile Piñera assisted to the rescue. Bolivian President Evo Morales could not attend Carlos Mamani’s rescue. Mamani is the only Bolivian miner in the group.

A mass for the miners was conducted at 18:00 local time (21:00 UTC). The rescue takes between 15 and 20 minutes for each miner.

On Tuesday, Mayor of Copiapó Maglio Cicardini announced that the municipal schools in the city will have no classes this Wednesday “to transform the rescue of the Atacama’s 33 in a familiar meeting,” Radio Cooperativa reported.

“The miners will be taken to the Copiapó Regional Hospital for medical checkup, where they will have to stay for 48 hours,” Health Minister Mañalich said to Televisión Nacional de Chile.

Celebrations are taking place in several Chilean cities. In Santiago de Chile, people gathered in one of the most important points of the city, Plaza Italia. In Pichilemu, tens of cars are passing over its most important streets. In Copiapó, people gathered in its main square to assist a massive concert.

On August 5, 33 miners were trapped more than 700 meters (2,300 ft) underground, in the San José copper–gold mine, located about 40 kilometers north of Copiapó, Chile.

The youngest trapped miner is 19 years old, and the oldest is 63. There were several rescue attempts before reaching the miners’ shelter on August 22. The National Emergencies Office of Chile (ONEMI) released a list of the trapped miners on August 6, which included Franklin Lobos Ramírez, a retired footballer.

Chile is the worlds top producer of copper, according to The Economist. The San José Mine is owned by the San Esteban Mining Company (Empresa Minera San Esteban). The mine was closed down in 2007, after relatives of a miner who had died sued the company executives, but the mine was re–opened in 2008.

It was originally estimated that “it would take three to four months to complete the rescue of the trapped miners”. There were three plans to reach the miners: “Plan A” using a Strata 950 drill, “Plan B” using a Schramm T130XD drill, and “Plan C” using a RIG-422 drill. The first to reach the miners was “Plan B”, early on Saturday 9.

The last step of their rescue, announced by Health Minister Jaime Mañalich, was originally due to begin on Tuesday. Laurence Golborne, Minery Minister said “If it is possible, and the cement sets before and we don’t have any impediments to doing it, it would be wonderful,” in a press conference on Monday. The men will be extracted in a steel rescue capsule 54 cm (21 inches) in diameter.

On September 4, Chilean filmmaker Rodrigo Ortúzar announced plans to film a movie about the accident, called “Los 33” (“The 33”). The film will be released in 2011.

One miner is Bolivian, and the other 32 are Chilean.

Raúl Bustos, 40 years old, is an hydraulics engineer. He left his job in Talcahuano after the February 27 earthquake to work in the mine.

Original Story
  • “Hotel development proposal could displace Buffalo, NY business owners” — Wikinews, February 17, 2006

Friday, March 10, 2006

Buffalo, New York —The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

Wikinews interviews Democratic candidate for the Texas 6th congressional district special election Daryl Eddings, Sr’s campaign manager

Tuesday, April 20, 2021

Wikinews extended invitations by e-mail on March 23 to multiple candidates running in the Texas’ 6th congressional district special election of May 1 to fill a vacancy left upon the death of Republican congressman Ron Wright. Of them, the office of Democrat Daryl Eddings, Sr. agreed to answer some questions by phone March 30 about their campaigns and policies. The following is the interview with Ms Chatham on behalf of Mr Eddings, Sr.

Eddings is a federal law enforcement officer and senior non-commissioned officer in the US military. His experience as operations officer of an aviation unit in the California National Guard includes working in Los Angeles to control riots sparked by the O. J. Simpson murder case and the police handling of Rodney King, working with drug interdiction teams in Panama and Central America and fighting in the Middle East. He is the founder of Operation Battle Buddy, which has under his leadership kept in touch with over 20 thousand veterans and their families. He was born in California, but moved to Midlothian, Texas. He endeavours to bring “good government, not no government”. Campaign manager Faith Chatham spoke to Wikinews on matters ranging from healthcare to housing.

An Inside Elections poll published on March 18 shows Republican candidate Susan Wright, the widow of Ron Wright, is ahead by 21% followed by Democrat Jana Sanchez with 17% and Republican Jake Ellzey with 8% with a 4.6% margin of error among 450 likely voters. The district is considered “lean Republican” by Inside Elections and voted 51% in favour of Donald Trump in last year’s US presidential election. This is down from 54% for Trump in 2016’s presidential election, the same poll stated.

Business Process Reengineering

We will focus on Business Process Reengineering (BPR), a business management strategy originally introduced in the early 1990s, which focuses on the reengineering strategy of the business process in various forms. In the decades since, BPR has evolved into Business Process Management, or BPM, drawing on the BPP’s core principles and focusing more on the use of technology to find the most effective ways to achieve the goal of eliminating value-free processes from operations, such as the use of automation and data analysis, and in some cases the elimination of redundant processes.

BPC continues to be used by companies to automate and reuse existing processes, although in recent years it has been largely replaced by BMP in its ability to automate and reautomate, as well as by the introduction of new technologies. While improvements in business process management focus on working with existing processes, BPR means fundamentally changing these processes themselves. This is not a need to improve current business processes in the same way as BMP, as long as this is a good reason for improvement, according to the BPP.This usually involves finding processes that are below average or inefficient, and finding a way to get rid of or change them. BPR does this by looking at what the organization is trying to do with its business processes and then eliminating value-free additional steps. By redesigning these steps, changing the logical and temporal sequence of steps and changing other characteristics of the process, the business process can be redesigned. At some point in the life cycle of companies, business leaders will implement improvements in business processes. It is important to distinguish between business process improvements that focus on the simple updating of the organization’s current processes and the Business Process Improvement Program (BPR).The CPR is an approach to improving business processes that aims to make big changes rather than small iterative changes.Business Process Re-engineering (PR) is the process of restructuring a business process in the context of the current processes of the organization, rather than introducing a new process. Both should be called similar in a way and should be seen as alternatives to each other in a different way. Just in Time, “BPR and process innovation are two different approaches to the same problem, but different in their approach.Business Process Engineering, also known as business process or process idea, is a prudent initiative that aims to achieve a radically redesigned or improved work process within a certain timeframe. It is about changing the process with a completely different result, which is the opposite of a gradual improvement of business processes. Business Process Re-engineering is a defined way of changing business processes so that employees are aware of the change when a new technology is introduced into the company. The personal word for business process reengineering is radical and changes the way the process is conducted to achieve the above goals. It means a fundamental, drastic, dramatic change, and everything that underpins it. Business process re-engineering is a radical change activity that cannot be repeated when it first goes wrong. As soon as you implement an initiative to redesign business processes, you change your workplace culture. Transforming business processes works best when you get employees to shop – and adjust to the change.Plan your process reengineering activities and analyze how the current process works to ensure that the data and models are correct. Planning and studying the process of analysing problem areas and redesigning the selected processes to improve performance and ensure the successful implementation of the redesigned process through appropriate monitoring and evaluation. Use tools to redesign trusted business processes, change and manage workflows, and reuse them in the future. If you realize that you currently need to re-engineer your business processes in your company, the steps above will help you optimize your operations to increase production and reduce costs. Read our examples of reengineering processes and see how you can reduce costs for your business through reengineering and get started now. Our business processes re-engineering case studies are certainly inspiring and provoke your thoughts on innovative solutions for companies.Business Process Managementhelps you ensure fast and smooth workflows by disciplining and analyzing both automated and non-automated business strategies and their impact on your business. You and your team will be given the skills, techniques and methods needed to apply the right level of change to the right functions and processes at the right time. [Sources: 3, 8] The reorganization of business processes reduces costs and cycle times by eliminating unproductive activities of employees. The restructuring of business processes leads to the reconstruction of the processing parts to waste less time and money. This leaves you with a company that streamlines its functions by eliminating redundant processes that used to slow things down.

Australian government announces $52.5 million financial assistance package for Ford

Friday, May 5, 2006

Australian Prime Minister John Howard and federal industry minister Ian MacDonald today announced that the federal government would be providing Ford Australia with a AU$52.5 million (US$40.4 million) “financial assistance package”. Additional assistance will also be provided by the Victorian state government.

According to Mr Howard, the injection will secure Ford’s manufacturing operations in Australia “for the long term”.

From the package, AU$40 million will be used for the design and manufacture of Ford’s next model Falcon and Territory vehicles, which will be built in Australia.

Despite being given a major facelift in 2002 and another in 2005, the Falcon’s bodyshell dates back to 1998. The current Falcon will need to serve the company until at least 2007 when the new model is anticipated. In the meantime, it will face stiff competition from the completely new Holden Commodore (the Falcon’s major competitor) which will be released in the second half of this year.

The additional AU$12.5 million will be spent on the development of a light commercial vehicle platform, which will be built overseas and marketed to around 80 countries. Mr Howard said that the light commercial project would involve construction of a research and development centre, which will become the base for R&D projects in the region.

Mr MacFarlane said that the research facility was exciting for Australia and that it would put the Australian automotive in the spotlight.

“The funding has helped Ford Australia secure the largest automotive R&D project ever undertaken in Australia which is equally exciting news for local Ford employees and Australian component producers” he said.

“The project will see Ford Australia become a centre for automotive design and engineering excellence in the Asia Pacific region which will bring spin-off benefits for the broader industry,”

“This opportunity will put both Ford Australia, and the Australian automotive and components sectors on the world map as far as our automotive design and engineering capabilities are concerned.” Mr MacFarlane said.

Mr Howard claims that the projects will create 273 jobs and secure the future of the “iconic” Ford Falcon, which has been built in Australia since 1960.

The financial package is conditional upon Ford Australia giving the Australian automotive component industry an opportunity to supply components for the vehicles produced by the two projects.

Market Failures And Business Cycles (Part 2)

Continued from Part 1 ….

Something reverse can happen which would be even more damaging than the just discussed case. Instead of Consumption growing at a faster rate than Savings, it might so happen that Savings and Investment grow at a much faster rate than Consumption. For example, prior to Great Depression, the importance of aggregate demand as explained by Keynes was not understood. As a result government policies normally favored huge Investments and were not geared towards propelling aggregate demand. It is well documented that one of the reasons for the Great Depression was US government policies which led to uneven distribution of income heavily in favor of the rich and the consequent depletion of the buying power of the households. So Great depression could have easily resulted from Investment/Savings growing at a much faster rate than Consumption. Huge Investment/Savings would mean that huge surpluses are realized by the producers of the Consumption sector. This would prompt them to invest in an even bigger way in plant and machinery and this huge Investment/surplus pattern continues for a few years. After a few years, we have huge capacities with insufficient Consumption or buying power!

The capacities of production rise to an extent where the producers would not really be interested in investing their surpluses as they already have huge unutilized capacities much in excess of the buying power of the households. As a result Savings are not invested i.e. Investment lags behind Savings. Money is hoarded, the circular flow of income in the economy stops and the economy gets paralyzed. Demand gets constricted which in turn constricts Supply. These constrictions worsen the situation even more because, on account of drop in production, the percentage of unutilized capacities increases even more than before which makes Investment in new capacities even more unattractive further increasing the hoarded money. The economy gets involved in a vicious downward spiral that can dramatically reduce incomes and severely aggravate unemployment. Ultimately after a few years, some huge Investment opportunity prompts entrepreneurs to start investing all of the Savings and the economy restarts on the expansionary path. Or it can so happen that the huge excess capacities get destroyed on account of lack of demand for example, some new technology makes plants with older technology unsuitable to the new needs and such plants and factories become useless. This way excess capacity is weeded out making the economy conducive for Investment and growth. I believe that most business cycles in US and Europe prior to 1930s occurred in this way, they were all mostly Investment propelled. I would call those cycles the

Investment led Business cycles

How can

stagflations

occur? During the Consumption led cycles, after several years of growth, Consumption eats away into Savings and surpluses realized would fall short of expectations for the producers of Consumption sector. Savings are low and a correction is required by cutting Consumption and increasing the Savings. The extent of correction defines the strength of the next boom. If the correction is big and Savings are piled up in a large manner during the downturn, then, at the beginning of the next boom, it gives the chance for Consumption to nibble away at Savings slowly and steadily for a large number of years booms can last very long. If the correction is very small, if Savings are not too large at the beginning of the boom, the boom is then nipped in the bud itself. As there are no large Savings made, as soon as Consumption tries to nibble away Savings, Savings would immediately fall below the danger mark and the surpluses expected by the Consumption sector are not realized and a recession would start as immediately as the boom starts. In such cases, the booms might not last for more than one or two years. Such cases of insufficient corrections can occur on account of government intervention. Government tries to arrest the downward slide by trying to propel the aggregate demand using expansionary policies such as cutting down interest rates or indulging in deficit spending. Government s intention in doing so would be to arrest the downward slide and decrease unemployment. However the effect of the government intervention would be that, economy starts expanding even before the Consumption is cut and Savings are increased to the required extent. As the economy starts expanding, Consumption tries to eat away at Savings and this immediately brings the Savings below the danger level and an immediate onset of recession. More workers are fired and a downward slide starts once again. Once again the government intervenes and tries to arrest the slide and once again the same thing would repeat itself and more workers are fired. Unemployment keeps soaring. Ultimately the producers realize that low surpluses are here to stay along with expansion.

Apart from low surpluses there is the problem of rising interest rates. As the economy tries to expand, there would be good amount of Investment demand. However as Savings are low and Investment demand is high, there is a huge demand for the limited funds available causing the interest rates to rise vertically. Government borrowing and deficit spending in order to boost the economy eats into the already low Savings and aggravates the situation even further. The situation mimics that of a boom time when both short term and long term interest rates are very high. Abnormally high interest rates lead to cost-led inflation. Very high interest rates coupled with low surpluses make Investment as well as production expansion unattractive to the producers of the Consumption sector. They start pocketing their profits without either investing or expanding production and the economy starts stagnating without growth. Under normal circumstances, pocketing of profits would lead to hoarding of money and paralyze the economy on account of stoppage in the circulation of money. However in this case, on account of government s expansionary policies as well as cost-led inflation, capitalists do not hoard the money as money would lose its value on account of inflation. They start spending the pocketed profits and the circulation of money is not disrupted.

However the demand does not increase despite the lack of hoarding why? What should have been saved and invested is now being spent directly by the capitalists. The income that would have reached the hands of a hundred Investment workers is now in the hands of a single capitalist. As a result, where hundred toothpastes would have been purchased by hundred Investment workers, only one toothpaste is purchased by the solitary capitalist! As a result the demand for goods suffers despite the fact that money is not being hoarded. Capitalists are high earners; they consume a small portion of their income and start spending the rest of their income on speculation in real estate and shares. Shares and lands are bought and re-bought at higher and higher rates leading to a speculative bubble and soaring inflation. Housing becomes very costly and the workers find their buying power reduced as a large portion of their incomes goes in providing housing for themselves. Workers then start demanding for higher wages and periodic wage hike agreements become part of the wage agreements making inflation a relatively permanent phenomenon. Unlike what some economists say about the unreasonability of wage hike demands by labor unions, the wage hike demands of workers were actually beneficial to the stagflationary economies of the 70s. The hike demands of workers actually act as some sort of a small check on the speculation of capitalists instead of wild speculation, some money in the hands of the capitalists gets diverted towards wage hikes. Overall, stagnation and inflation co-exist together. This is how you get

stagflation

.

There was a

continuous boom

for two decades in US and other nations during the 80s and 90s. How could the booms last so long during this period? The booms during this period were Investment led. Huge amounts of Investments in IT infrastructure propelled these booms. However these huge Investments in IT are completely different from those that propelled the Investment led booms prior to 1930s. The huge Investments prior to 1930s led to piling up of new capacities in a big way. This gave in to the chance of there being over-Investment on account of huge unutilized capacities which ultimately led to further Investment being unattractive thereby resulting in Investment lagging behind Savings. However the Investment of the 80s and 90s was not that way. Investment in IT technology did not increase the plant capacities. For example, more cars cannot be produced just because car companies invest huge sums in IT. Therefore depressions of the type that occurred prior to 1930s are ruled out and the boom lasts as long as the IT spending lasts. Why couldn t Consumption eat into Savings during this period? On account of the fear of being replaced by computers, the bargaining power of the workers reduced dramatically upon which wage led and the subsequent cost led inflations were completely absent. Therefore producers could save their surpluses and invest them without having to spend them on increasing costs. Also the prime reason for Investment in IT being cost cutting, cost cutting ensured that Consumption would never eat into Savings. This way neither Consumption would eat into Savings nor would Savings/Investment lead to excess capacities. Both types of downturns are ruled out. Booms would last as long as the IT spending would last. This is how booms lasted so long during the 80s and the 90s leading to a virtual absence of business cycles.

That roughly sums up two and half centuries of

Business Cycles

!

A small note before closing out. From the capitalists point of view, it would be great if the households immediately spend all that they earn on Consumption sales would get boosted. So household savings make a dent or a hole in Consumption. This hole is then filled by the immediate Investment of those household Savings. So the phenomenon of investing the household Savings is like digging a hole and filling it up. Therefore household Savings do not affect the financial position of an economy as much as the Capitalist Savings. A shrinkage in household Savings would not directly affect the margins of the firms. So just make a mental note that the above discussion on Savings had more to do with Capitalist Savings and less to do with Household Savings.

Four-year-old boy attacked by Pit bull mix

Friday, August 24, 2007

Just before midnight Wednesday, four-year-old Taylor Bailey, nicknamed Bucky, was attacked by a neighbor’s dog. The Staffordshire Bull Terrier mix named Money chased the boy after he stepped out of his mother’s car, eventually knocking the boy to the ground and latching onto his leg.

The same dog had bitten the boy’s father the week before, according to the family, although this has not been confirmed by police. He recognized the dog and alerted his mother to the dogs presence just moments before the attack. She urged her son to come to her, but the one-year-old, 85-pound (~39 kg) male broke free from his restraints and attacked the screaming boy.

The struggle lasted several minutes before the boy’s mother, Melinda Walters, was able to fight off the dog, leaving her knees scraped and thigh scratched. The boy’s legs were punctured, scratched and bruised with bits of flesh missing. “It didn’t go away. It was just trying to grab me … trying to kill me,” the boy said. Walters was carrying her three-year-old son Jason on her hip during much of the fight.

The dog’s owner, Marquita Mooney, 23, was ticketed along with a relative who was watching the dog. She said that rather than register the dog as a potentially dangerous animal—which involves an insurance bond, fees, kennel requirements and more—she would have the dog put down. Police reports indicate that the dog bit two other dogs about two weeks ago. Mooney has been ticketed for both incidents.

This is the second such incident in Minneapolis this month—seven-year-old Zach King Jr. was attacked and killed in his home last week by his family’s pit bull—fueling the debate over banning pit bulls and other “dangerous breeds” in some communities. Since 1966, there have been four other deaths from dog attacks in Minnesota, all but one of which were of children seven-years-old or younger.
